NOTE: THIS DOES NOT CHANGE THE GOVERNMENTS FOR CIVILIZED FACTIONS

These governments are only available to Civilized and Nomadic factions.

The same 'deal 100 percent damage' script should be employed for these governments.

Tribal Confederacy Core Region - TRIBAL ONLY
This government type represents a core region of the tribal confederacy, and can only be built in or near your starting regions. This government enables the full tribal construction tree.
Cost: 4 turns, 800 mnai
+5% Law
+5% Tribal Conversion

Tribal Subject Region - BOTH
This government type is available anywhere for tribal factions and nomadic factions. It represents a region with moderate central authority, and is relatively stable.
Cost: 6 turns, 2400 mnai
+10% Happiness
+5% Tribal Conversion

Tribal Allied Region - BOTH
Minimal government, just enough to collect taxes and not much else. Cheap and easy to set up, and very stable, but lower income and limited construction options. Corruption can be a problem.
Trade income penalty
-1% Tax income
+20% Happiness
-5% Law

Urbanized Central Administration - You've decided to "civilize" and make this a centralized part of your empire. Enabes lots of 'civilized' buildings not normally available to tribals/nomads, but can be risky to set up without already-existing high levels of order. Some, but very few, unique tribal/nomad buildings available. Available only in select regions.

Cost: 10 turns, 2400 mnai
+5% Law
-5% Happiness
Trade income bonus
2% Tax income bonus

Urbanized Subject Region - More stable, enables a good number of civilized buildings, and very limited tribal/nomad buildings.

Cost: 6 turns, 1200 mnai
+10% Happiness
Trade income bonus

Urbanized Allied Region - Minimal government, good stability, but limited building options on both the tribal/nomad and civilized building trees.
Cost: 1 turn, 400 mnai
+20% Happiness
-5% Law
-2% tax income
Enables recruitment of allied governors.
