Cilician Pirates, again

A question;

Is it possible to give a rebel faction a certain ammount of cohesion with the rtw engine? for example, could the Cilicians be made in a pseudo faction? What do i mean by this?

They will have a massive fleet, and outposts in Cilicia an Crete. Is it possible that "their" fleet wouldn't move far away from that area? Making sea travel there as dangerous as it really was?

yes, you can make a rebel faction inside rebels. Remember in EB special rebels in Dacia and Bytinia? Or Moors and White Huns in Vanilla BI?

Great. This would be awesome... It would make the easter mediteranean very hard to cross, and players would have to adress this issue very seriously
